U.S. and Gabon Forge Stronger Ties Amid Democratic Transition and Shared Global Challenges

The United States and Gabon have embarked on a new chapter in their longstanding partnership, marked by the visit of Gabon’s Transition President Brice Clotaire Oligui Nguema to the United States on October 3, 2024.

This visit reaffirms a 64-year relationship built on cooperation and mutual respect, and it signals a deepening of ties between the two nations. As the world faces shared challenges, this partnership stands to address vital issues such as environmental protection, economic growth, regional security, and the promotion of democratic governance.

In welcoming President Oligui Nguema, the United States emphasized the significance of Gabon’s commitment to a peaceful democratic transition. The recent developments in Gabon offer a unique opportunity to strengthen not only the political framework within the country but also the broader U.S.-Gabon relationship. President Oligui’s leadership during this pivotal moment in Gabon’s history is being met with international support, and the United States is keen to play a vital role in ensuring a smooth and inclusive transition to democracy.

One of the key initiatives that underscore this commitment is the African Democratic and Political Transitions (ADAPT) initiative. Launched by U.S. President Joe Biden at the U.S.-Africa Leaders Summit in 2022, ADAPT seeks to provide both political and technical support to countries undergoing democratic transitions, and Gabon stands as a prominent beneficiary of this initiative.

 The United States plans to offer technical assistance to various sectors within Gabon, from government entities to civic groups, ensuring that the constitutional and electoral reforms necessary for democratic governance are not only enacted but embraced by all segments of society. By supporting inclusive, free, and fair elections, the U.S. aims to contribute to a stable and transparent transition that empowers the people of Gabon.

In line with promoting democratic governance, the United States will host a Local Democracy Forum in Gabon’s capital, Libreville, following the success of a similar event held earlier this year in Yerevan. This forum will bring together U.S. mayors and Gabonese leaders to discuss the essential role of local governance in building democratic resilience. It’s through these exchanges of ideas and best practices that Gabon can continue its progress toward a sustainable democratic system.

On the economic front, Gabon and the United States are equally committed to expanding business opportunities and fostering economic growth. The U.S. Chamber of Commerce has taken a significant step by launching the U.S.-Gabon Investment Guide and hosting a U.S.-Gabon Executive Business Roundtable on October 1.

These initiatives are designed to increase private sector engagement and create new avenues for trade and investment between the two nations. Gabon, with its rich natural resources and growing economy, presents immense opportunities for U.S. investors, particularly in sectors such as energy, mining, and agriculture.

A major highlight of this growing economic relationship is the U.S. International Development Finance Corporation (DFC)’s ongoing involvement in Gabon. The DFC has already committed $500 million to support marine conservation through the Blue Bonds initiative, which is vital for the preservation of Gabon’s coastal ecosystems. The DFC’s engagement is expected to deepen further, with plans for a visit in November to explore new investment opportunities that align with Gabon’s development goals.

Another critical component of U.S. support for Gabon’s sustainable development is the protection of the country’s rich biodiversity. Gabon, often referred to as “the lungs of Africa,” is home to vast rainforests and an abundance of wildlife, making conservation efforts paramount.

The United States, through USAID’s Central Africa Regional Program for the Environment (CARPE), has committed additional funding to assist Gabon in managing human-wildlife conflicts, particularly in protecting African forest elephants. These majestic creatures are an integral part of Gabon’s natural heritage, and efforts to safeguard their habitats are crucial for the country’s growing ecotourism industry.

Beyond conservation, Gabon and the United States are also exploring deeper ties in the fields of education and language training. English language proficiency is increasingly seen as a vital skill in today’s globalized economy, and the U.S. government intends to extend language training resources to Gabonese educators, students, and entrepreneurs. The United States has pledged to provide maritime patrol vessels, radar facilities, and other logistical support to strengthen Gabon’s maritime surveillance capabilities and combat illegal trafficking and natural resource exploitation. This partnership also includes the potential for a “Shiprider” agreement, which would enable joint maritime law enforcement operations between the U.S. Coast Guard and Gabon, further enhancing Gabon’s ability to secure its territorial waters.

As well, the United States is committed to expanding Gabon’s internal security capabilities. Gabon’s security forces will benefit from specialized training provided by the West Virginia National Guard, a long-time partner in the U.S. State Partnership Program.

This training will enhance Gabon’s emergency response capabilities and professionalize its military, ensuring that the country is better equipped to handle both domestic security threats and contribute to regional stability. Gabon’s role as a host of the upcoming Exercise OBANGAME EXPRESS 24 highlights its growing importance as a security partner in the region.

A notable aspect of this deepening security cooperation is the ongoing negotiations for a Defense Cooperation Agreement between the two countries. This agreement, once finalized, will formalize the U.S.-Gabon security relationship and provide a framework for future cooperation in addressing common security challenges.

As part of their broader environmental cooperation, the U.S. and Gabon are also exploring new ways to protect the world’s oceans. Gabon has long been a leader in marine conservation, and through a partnership with OceanX, the two nations will work together to support ocean science research and the protection of marine biodiversity. This collaboration will help foster a new generation of ocean advocates in Gabon, with early career scientists and youth playing a pivotal role in the country’s efforts to safeguard its marine resources.
