Tanzania’s Housing and Development Ministry Seeks Approval for $171.37 Billion Budget

In a decisive move today, May 24, 2024, the Ministry of Land, Housing, and Human Settlements Development has made an assertive plea to Parliament for the approval of a substantial budget totaling 171.37 billion Tanzanian Shillings. This bold request coincides with comprehensive updates on several housing projects, notably the ambitious Kawe 711 development, poised for completion by 2026.

Jerry Silaa, leading the ministry, delivered estimates for revenue and expenditure for the fiscal year 2024/25. Highlighting the progress made in previous years, Silaa noted the completion of significant projects, such as the Kawe 711 housing project consisting of 422 units, valued at 169 billion Shillings. However, he mentioned a halt in operations since 2018 without specifying the reasons.

Silaa affirmed that the construction of the Kawe 711 project is underway, reaching 35% completion and is expected to conclude by April 2026. Meanwhile, discussions between the National Housing Corporation (NHC) and contractors are ongoing for the Golden Premier Residence (GPR) project, which remains stalled.

The minister further outlined the NHC's continued efforts in property sales and rentals, particularly in the Morocco Square development, where 71 out of 100 residential units have been sold. Additionally, significant progress has been made in leasing out hotel facilities (81% occupancy), retail spaces (94% occupancy), and office spaces (42% occupancy).

Looking ahead to the fiscal year 2024/25, Silaa emphasized the government's commitment to advancing ongoing projects, aiming for a 75% completion rate for the Kawe 711 development by June 2025. Furthermore, construction will commence for 196 units in the Golden Premier Residence project, with plans to initiate another project, the Samia Housing Scheme Phase II, comprising 560 units in Kawe, Dar es Salaam.

William Lukuvi, the former Minister of Land, Housing, and Human Settlements Development, played a significant role in Tanzania's housing and settlement sector during his tenure. However, in a notable move during President Samia Suluhu Hassan's mini cabinet reshuffle, Lukuvi was set aside to make room for a younger, dynamic leader, Jerry Silaa.

Lukuvi's legacy lies in his efforts to address land tenure issues, promote sustainable housing solutions, and streamline land administration processes. His tenure witnessed advancements in land reforms aimed at enhancing accessibility to land for development purposes while safeguarding the rights of citizens.

However, the transition to Jerry Silaa, a youthful figure, signifies a strategic shift in leadership dynamics, reflecting President Samia Suluhu Hassan's vision for revitalizing the ministry and injecting fresh perspectives into housing and settlement development initiatives.

During President Jakaya Kikwete's administration, Professor Anna Tibaijuka, a renowned expert in urban development and former Under-Secretary-General of the United Nations, notably served as Minister of Lands, Housing, and Human Settlements Development. Tibaijuka's tenure was marked by her commitment to addressing urbanization challenges, promoting slum upgrading programs, and advocating for inclusive urban development policies.

Under Tibaijuka's leadership, initiatives such as the National Slum Upgrading Program were implemented to improve living conditions in informal settlements and enhance access to basic services for marginalized communities. Her tenure was characterized by a strong focus on sustainable urban planning and the promotion of affordable housing options for all citizens.

Overall, both William Lukuvi and Professor Anna Tibaijuka have made significant contributions to Tanzania's housing, land, and human settlements development sectors, each leaving a distinct mark on the trajectory of progress and policy formulation within their respective roles.

All and sundry, Jerry Silaa has been instrumental in spearheading initiatives aimed at addressing housing challenges and promoting sustainable settlement development in Tanzania. His leadership and strategic vision have been pivotal in steering the ministry towards achieving its goals amidst evolving socio-economic dynamics.
