On March 24, 2024, the Director of Communication, Ideology, Propaganda, and External Affairs of the party, John Mrema, announced Mkoba's victory in that position, after receiving 50 yes votes out of 55 from delegates who attended the meeting. In the election that also selected leaders of the elders' councils, youth, and women of the party along with the secretary-general of the region, Mkoba was the only candidate for the chairmanship after his competitor, Justus Basheka, was disqualified by the registration committee for various reasons.
Speaking to Pan African Visions, Mkoba, who once served as the President of the Federation of Tanzanian Workers' Unions (Tucta), claimed that when democracy was undermined several years ago, it dampened the morale of party members in the region, but now he aims to restore it. He emphasized his commitment to advancing Chadema's agenda for a new constitution, opposing the government's stance that the process should wait since over 50% of Tanzanians are unfamiliar with the current constitution.
