Cameroon: NASLA Launches In-Service Training Application for 2021

The National School of Local Administration, NASLA, has launched a call for in-service for professionals working in the field of Decentralization and Local Development in Cameroon and abroad for the year 2021.

In a communiqué signed February, 10, by the Director-General of the said institution, Tanyitiku E. Bayee, the latest date for submission of application files has been set for Wednesday, March 17, 2021, with training expected to start on Wednesday, April 19, 2021.

The training will be carried out on-campus at NASLA in Buea or online on the NASLA E-learning platform.

For the application requirement, candidates must have at least three (3) years of professional experience in regional or local authority, a public administration, a public establishment, an association or a public or international operator working in the field of decentralisation and local development.

Required level and number of places available

There are 3 cycles at NASLA such as In-Service Training Cycle for Senior Executives, In-Service Training Cycle for mid-level Staff and In-Service Training Cycle for Specialized Workers with various training programmes under them. 

For the In-Service Training Cycle for Senior Executives, there are two training programmes; administration and management of social policies and economics and management of public finances. A bachelor degree; diploma in public works; CEFAM Cycle I Diploma, and other equivalent Diplomas are required and just 30 places each are allowed.

In-Service Training Cycle for mid-level Staff has just 30 places each for the two training programmes; administration and management of social policies and economics and management of public finances. A baccalaureate; national diploma, GCE A/L; CEFAM Cycle II Diploma and other equivalent Diplomas are required.

 The In-Service Training Cycle for Specialized Workers equally has 30 places each for both programmes; administration and management of social policies and economics and management of public finances. Here, CAP, GCE O/L, and other equivalent Diplomas are required. In total, 180 places are available for the three cycles at NASLA.

Duration of training and admission requirements

The training shall last for six (6) months, of which four (4) months of lectures, one (1) month of preparation of end-of-year training examinations and possibly one (1) month of specialisation internship.

The eligibility of a candidate shall be on file study which comprises the joint consideration of the academic level, the professional profile and the statement of motivation. The final submission shall be after a selection interview. Final admission for foreign candidates shall be on file study which comprises the joint consideration of the academic level, professional profile and the statement of motivation.

In-service Training Curricular

Each training cycle comprises two (2) disciplines broken down into two (2) specialities:

The “Administration and Management of Social Policies discipline (AMSP): open for in-service trainees in charge of or aiming to be in charge of the coordination and management of technical, administrative, human resources, health, social, educational, cultural and youth services/centres of a public administration, a public establishment, Regional and Local Authorities, or of a public or international operator in the area of decentralisation and local development.

It has two (2) specialities: General Administration (GA); and Management of Social Policies (MSP).

The “Economics and Management of Local Finances” discipline (EGFL/EMLF): open for in-service trainees serving or aiming to serve as economic planners, economic and tourism developers, in the coordination, management and execution of accounting services and the management of the financial, material and logistical resources of a public administration, a public establishment, Regional and Local Authorities, or of a public or international operator in the area of decentralisation and local development.  

It has two (2) specialities: Management of Local Finances (MLF); and Economic Development (ED).

Applicants of Cameroonian nationality have been called upon to submit their application files at the Regional Delegation of the Ministry of Decentralization and Local Development or the campus of the National School of Local Administration in Buea. Foreign candidates have been called upon to scan the documents of their application file into one PDF file and send to contact@nasla.net.
