Secretary Blinken Emphasizes Democratic Freedoms in Call with Kenyan President Ruto

In a significant diplomatic exchange on July 25, U.S. Secretary of State Antony J. Blinken spoke with Kenyan President William Ruto. The conversation, reported by Office of the Spokesperson Matthew Miller, focused on reinforcing democratic values and addressing recent security concerns in Kenya.

Secretary Blinken underscored the critical importance of freedoms of assembly and expression, foundational elements of Kenya's constitution. He highlighted the essential contributions of youth and civil society organizations in sustaining a robust democracy and urged President Ruto to respect and support these groups, recognizing their vital role in Kenya's ongoing development.

The discussion also addressed recent concerns regarding the conduct of Kenyan security forces during protests. Secretary Blinken commended President Ruto for his commitment to holding accountable any security personnel involved in protest-related violence or disappearances. President Ruto's directive to the police to avoid using violence against protesters was particularly praised.

The protests are rooted in widespread public dissatisfaction with recent tax hikes proposed by President Ruto's administration. The government's new Finance Act introduced significant increases in taxes on essential goods and services, including fuel, housing, and mobile money transfers. This has sparked outrage among Kenyans, leading to large-scale demonstrations across the country. Protesters argue that the tax hikes disproportionately affect the poor and middle class, exacerbating economic hardships in an already struggling economy.
