Nigeria:Towards Decentralization-The National Dialogue on State Policing

In a pivotal moment for Nigeria's security landscape, the House of Representatives is set to host a National Dialogue on State Policing. Scheduled for Monday, April 22, 2024, at the prestigious Abuja Continental Hotel, the event marks a significant step towards fulfilling the commitment made by Speaker Abbas Tajudeen, Ph.D., earlier this year.

The proposed establishment of state police is a central theme in the ongoing review of the 1999 Constitution by the 10th National Assembly. The urgency of addressing security concerns and the need for a more effective security architecture have catalyzed this dialogue, emphasizing the House's dedication to addressing critical national issues.

At the core of this initiative lies the recognition that a one-size-fits-all approach to policing may not be sufficient for a country as diverse as Nigeria. Speaker Abbas, in his address at the inaugural plenary session of the House, emphasized the need for comprehensive reforms aimed at enhancing security effectiveness. The momentum towards state policing gained further traction with the passage, on February 20, 2024, of a bill seeking to create police structures in each state of the federation. Sponsored by Deputy Speaker Rt. Hon. Benjamin Okezie Kalu and supported by 14 others, the bill represents a crucial step towards decentralizing policing powers.

Speaker Abbas reaffirmed the House's commitment to this agenda during the inauguration of the House Special Committee on the Review of the Constitution. He outlined a comprehensive roadmap for constitutional amendments, highlighting key areas such as devolution of powers, fiscal federalism, and gender equity.

The upcoming National Dialogue on State Policing brings together a diverse array of stakeholders, underscoring the importance of collective engagement in shaping Nigeria's security future. Notable figures such as Vice-President Kashim Shettima, former Head of State General Abdulsalami Abubakar, and former President Dr. Goodluck Ebele Jonathan are slated to share insights and perspectives on the matter.

International partners and representatives from organizations such as the United Nations Development Programme (UNDP) and the British and German embassies will also contribute their expertise and support to the dialogue. Their presence underscores the global significance of Nigeria's security reforms and the collective commitment to fostering peace and stability.

The theme of the dialogue, "Pathways to Peace: Reimagining Policing in Nigeria," encapsulates the essence of the discussions. It reflects a forward-looking approach that seeks innovative solutions to entrenched security challenges, emphasizing the role of decentralized policing in promoting peace and social cohesion.
