From technical consulting and renewable energy projects to offshore exploration, ROSCONSULT is demonstrating the growing capacity of Mozambican companies to compete, partner and deliver across the energy value chain.
ROSCONSULT, LDA is a fast-growing Mozambican consultancy and services company providing integrated solutions across the energy and mining, water and environment, and health and safety sectors.
Headquartered in Maputo, with representation in Pemba, Nacala and Vilanculos, ROSCONSULT combines local knowledge with technical expertise to support projects across Mozambique and the wider energy industry.
The company is led by Co-Founder and Managing Director Inácio Guambe, a Mozambican entrepreneur with a background in geosciences and a vision of building a competitive local company capable of meeting international industry standards while developing Mozambican expertise.
Integrated Expertise for a Growing Market
ROSCONSULT provides tailored technical and advisory solutions designed around the needs of clients and individual projects. Its services include geosciences and technical feasibility studies for energy, renewable energy, mining, environmental and construction projects; technical and compliance advisory and due diligence; training and professional development; competency assessments and customized training plans; HSE services, including first aid, emergency response and HSE management; and project management consultancy, procurement and operations supervision.
This combination of technical capability, local knowledge and professional development has allowed ROSCONSULT to establish a growing footprint in Mozambique’s expanding energy and infrastructure sectors.

Building a Strong Project Track Record
ROSCONSULT has successfully delivered assignments for clients and partners including AMEA Power, UNICEF, Coca-Cola and Enabel, covering technical services, feasibility work, training and professional development.
Among its notable assignments are geotechnical, topographical and hydrological feasibility studies for the development of an approximately 125 MW solar PV plant in Matambo, central Mozambique, initially developed by AMEA Power and subsequently acquired by Source Energia.
More recently, ROSCONSULT was awarded work connected to the development of a 75 MW solar PV plant in Macia with AXIAN Energy Green Ltd., further strengthening its credentials in Mozambique’s growing renewable energy market.
The company has also worked extensively on community-focused projects, including groundwater studies, water drilling and construction supervision. These services have been delivered for UNICEF, USAID and other clients, demonstrating how its technical expertise extends beyond large industrial projects to initiatives with direct community impact.
Strategic Partnerships as a Platform for Growth
Partnerships are central to ROSCONSULT’s growth strategy. The company sees collaboration as an important avenue for developing technical competencies, strengthening national and international credibility, facilitating knowledge and skills transfer, and creating sustainable long-term growth.
For international companies looking to expand their presence in Mozambique, ROSCONSULT offers local knowledge, technical capability and an established platform for partnership.

Linkar Project: Empowering Mozambican Businesses
An important part of ROSCONSULT’s development has been its participation in initiatives supported by the Linkar Project, coordinated by Ken McGhee and implemented by ENH – Empresa Nacional de Hidrocarbonetos. The program is designed to strengthen Mozambican businesses and increase their ability to participate competitively in the country’s energy industry value chain.
Through Linkar, ROSCONSULT has benefited from opportunities to participate in major national and international industry events, including the Mozambique Gas & Energy Summit and African Energy Week (AEW).
For SMEs such as ROSCONSULT, these platforms provide much more than visibility. They offer opportunities to engage directly with national and international industry leaders, showcase local capabilities, build relationships, identify new business opportunities and develop strategic partnerships.
ROSCONSULT will again participate in African Energy Week 2026, with Managing Director Inácio Guambe attending the gathering in Cape Town.

Another significant area of Linkar support is the implementation of a Quality Management System aligned with ISO 9001, alongside a capacity-building training program.
As international standards increasingly become prerequisites for supplying services to major energy projects, this support has come at an important stage in ROSCONSULT’s growth. Strengthening its quality management systems will help the company improve internal processes, enhance client satisfaction and reinforce the trust and reliability it has been building in the market.
Taking Local Participation into the Upstream Sector
The increasing participation of Mozambican companies in the upstream sector is opening another important chapter for local content, with domestic businesses becoming involved in activities ranging from seismic operations to drilling and project development.
ROSCONSULT is positioning itself within that evolution.
Together with its strategic partner Geoex MCG, a global subsurface data provider headquartered in the United Kingdom, ROSCONSULT has recently been awarded a major multiclient 3D seismic acquisition project for Block A5, North Angoche, marking an important development in offshore deepwater exploration in the Angoche Basin.
The project with Mozambique’s Instituto Nacional de Petróleo (INP) represents more than another contract for ROSCONSULT. The company’s active participation alongside an international technical partner illustrates how strategic partnerships can bring Mozambican professionals and businesses deeper into technically demanding segments of the upstream industry.
It also reflects the wider objective behind Mozambique’s local content drive: moving domestic companies beyond peripheral participation and creating opportunities for them to build expertise, establish credible track records and become meaningful players throughout the energy value chain.
For ROSCONSULT, the journey from consultancy and technical studies to renewable energy projects and offshore seismic work points to what can happen when local entrepreneurship is matched with capacity building, international partnerships and access to opportunity.
As Mozambique’s energy industry continues to develop, ROSCONSULT’s ambition is clear: to grow with the industry while ensuring that Mozambican expertise, businesses and professionals have a meaningful place in that growth.
