New cooperation agreements target hybrid rice breeding, advanced genetics, scientist training and technologies aimed at boosting productivity, strengthening food security and reducing Africa’s dependence on rice imports.

AfricaRice Center has strengthened its scientific partnership with leading Chinese agricultural research institutions through a series of cooperation agreements aimed at accelerating rice innovation, improving productivity and supporting Africa’s drive towards greater food security and self-sufficiency.
The agreements emerged from a high-level AfricaRice mission to China led by Director General Dr Baboucarr Manneh, who engaged with five leading agricultural research institutions. The visit moved beyond scientific dialogue to establish concrete joint research roadmaps, capacity-building programmes and institutional partnerships designed to connect African rice research more closely with some of China’s leading centres of agricultural innovation.
A major milestone came on May 27, 2026, when AfricaRice and the Hunan Academy of Agricultural Sciences (HNAAS) signed a strategic cooperation agreement. Dr Manneh signed on behalf of AfricaRice, while HNAAS President Professor Yu Yinghong represented the Chinese institution.
The partnership seeks to harness expertise in hybrid rice breeding, molecular genetics and technology dissemination, with cooperation expected to include joint research programmes, scientific exchanges and capacity development. The agreement could prove particularly significant as African countries seek technologies capable of increasing yields while responding to climate pressures, population growth and rising demand for rice.
A second major breakthrough followed on May 30, when AfricaRice and the China National Rice Research Institute (CNRRI) formalised cooperation to establish a Joint Laboratory for Rice Research and Innovation. The agreement was signed by CNRRI Director General Dr Jiang Renhua and Dr Manneh on behalf of AfricaRice, with officials from both organisations and the Chinese Academy of Agricultural Sciences witnessing the ceremony.
The Joint Laboratory is expected to provide a platform for deeper scientific collaboration, bringing together expertise and research capabilities from Africa and China to develop solutions adapted to the realities facing African rice farmers.
The AfricaRice delegation also held high-level engagements with the Hunan Hybrid Rice Research Center (HHRRC), a globally recognised institution in hybrid rice research. Discussions focused on technologies and innovations with potential application across Africa, including third-generation hybrid rice breeding systems based on gene-edited male sterility, molecular breeding and the identification of technologies considered ready for deployment.
Beyond technology development, the partnership places strong emphasis on building Africa’s scientific capacity. AfricaRice and its Chinese partners outlined a roadmap for training African scientists at MSc, PhD and postdoctoral levels, potentially strengthening the continent’s pool of researchers capable of driving future advances in rice production.

The engagements also covered progress under the clonal rice project funded by the Bill & Melinda Gates Foundation. The initiative brings together international partners working towards a potentially transformative objective: developing rice varieties capable of retaining hybrid performance across successive generations.
If successfully deployed at scale, the technology could address one of the challenges associated with conventional hybrid systems by enabling farmers to maintain desirable hybrid characteristics without having to purchase new hybrid seed every season. This could have important implications for affordability, accessibility and the wider adoption of high-performing varieties among African farmers.
AfricaRice has already developed two hybrids that have been successfully gene-edited without traces of foreign DNA, marking an important scientific step in efforts to develop advanced rice varieties suited to Africa’s production needs.
For a continent that continues to spend heavily on rice imports despite possessing significant agricultural potential, the partnerships carry implications well beyond scientific cooperation. Increasing local productivity, expanding access to improved varieties and strengthening research capacity could help African countries narrow supply gaps while building more resilient food systems.
Dr Manneh said stronger international cooperation would be critical to translating scientific advances into practical solutions for farmers and African economies.
“Stronger international partnerships will play a critical role in delivering innovative technologies that improve productivity, enhance food security and reduce Africa’s dependence on rice imports,” Dr Manneh said.
The agreements with Chinese research institutions signal a broader effort by AfricaRice to connect global scientific expertise with Africa’s agricultural priorities. Their ultimate measure of success, however, will be how quickly research breakthroughs move from laboratories and experimental programmes into technologies that farmers can access and use.
With rice consumption continuing to grow across the continent, strengthening domestic production has become both an agricultural and economic priority. The expanding AfricaRice-China partnership offers a pathway for combining cutting-edge research, technology transfer and African scientific capacity to help turn that ambition into greater production on the ground.
