Gabon is entering a new investment cycle as the country combines renewed exploration, regulatory reform and continued investment in mature producing assets to sustain production and attract fresh upstream capital. Reflecting this momentum, Gabon’s Ministry of Oil & Gas has joined African Energy Week (AEW) 2026 as a Diamond Partner, reinforcing the country’s commitment to engaging international investors as it advances the next phase of hydrocarbon development.
Long established as one of Sub-Saharan Africa’s leading oil producers, Gabon is pursuing a dual strategy of maximizing value from existing assets while opening new exploration opportunities across its offshore basin. The government is also refining its investment framework to improve competitiveness and encourage greater participation by international operators.
One of the strongest indicators of renewed investor confidence came earlier this year when Gabon confirmed it expects to sign new production sharing contracts with BP and ExxonMobil within six months following direct negotiations. The agreements form part of a broader strategy to attract additional international investment into the country’s upstream sector while accelerating exploration across prospective offshore acreage.
Alongside new investor engagement, the government continues to modernize its hydrocarbons framework. Officials have outlined plans to introduce a dual legal framework that would provide greater flexibility for both legacy producing assets and new exploration projects, reflecting Gabon’s efforts to balance regulatory certainty with international competitiveness. The reforms are expected to support continued investment while extending the productive life of the country’s mature hydrocarbon portfolio.
Operational activity across existing assets also remains robust. VAALCO Energy continues advancing its 2026 drilling campaign offshore Gabon, reporting strong initial production results from the Ebouri-5H horizontal well before mobilizing its drilling rig to the SEENT platform for the next phase of development. Meanwhile, BW Energy is expanding production at the Dussafu Marin Permit through the ongoing Hibiscus/Ruche development following the 2025 Bourdon oil discovery, which further demonstrated the remaining exploration potential of the basin.
Beyond existing developments, Gabon continues to promote both shallow- and deepwater opportunities as part of a broader effort to replenish reserves and sustain long-term production. The Ministry has maintained an active investment promotion strategy, engaging prospective investors while highlighting the country’s established infrastructure, experienced workforce and attractive geological potential across both producing and underexplored acreage.
These priorities will feature at AEW 2026, where the Ministry will engage with governments, international operators, investors, financiers and service providers on the next generation of upstream opportunities. Discussions are expected to examine exploration investment, mature-field redevelopment, financing structures and strategies to enhance local participation while maintaining Gabon’s competitiveness within Africa’s evolving upstream landscape.
