The Chairperson of the African Union Commission H.E. Mahmoud Ali Youssouf has hailed the signing of the Doha Framework for a Comprehensive Peace Agreement between the Government of the Democratic Republic of Congo (DRC) and the AFC/M23, describing it as a “landmark step toward restoring stability and rebuilding trust in eastern DRC.”
The agreement, reached in Doha under the facilitation of the State of Qatar, is being celebrated as one of the most meaningful advances in efforts to resolve decades-long instability in North Kivu and surrounding regions.
A Breakthrough Moment for Peace in Eastern DRC
The AU Chairperson commended both parties for courage, political will, and genuine commitment to dialogue, emphasizing that the accord directly addresses key drivers of conflict in eastern Congo — including governance gaps, insecurity, displacement, and regional tensions.
He also expressed deep appreciation to Qatar for its constructive role and sustained support throughout the Doha Process. The United States was also acknowledged for accompanying and reinforcing the negotiations.
Key Regional Leadership and Mediation Praised
The Chairperson further paid tribute to the mediating role of H.E. Faure Essozimna Gnassingbé, President of the Council of Togo and the AU-designated Mediator for the eastern DRC crisis.
He also recognized the Panel of Five AU Facilitators, whose work has been central in guiding the peace process, building consensus, and bringing parties closer to compromise.
