Angola and India Chart a New Course for Strategic Partnership

Angola has much to gain from this partnership — but the most important thing is to move from formal commitments to real, on-the-ground cooperation, said President João Gonçalves Lourenço

The President of the Republic of Angola, João Gonçalves Lourenço, has reaffirmed Angola’s commitment to strengthening cooperation with India across key sectors — including health, technology, defense, pharmaceuticals, education, and aerospace communications. He emphasized the need to transform existing agreements into tangible actions that drive economic and social development for both nations.

Speaking at the Presidential Palace in Luanda on Sunday, November 9, alongside Indian President Droupadi Murmu, who is on a four-day state visit, President Lourenço described this moment as “a new phase in relations between our two countries, one that must focus on implementation and the activation of the Bilateral Joint Commission.”

“India is a recognized global power in health, science, and technology,” he said. “Angola has much to gain from this partnership — but the most important thing is to move from formal commitments to real, on-the-ground cooperation.”

President Lourenço highlighted India’s strategic role as a partner capable of supporting Angola’s efforts in human capital development, defense, energy, and technological innovation. After a long period without high-level visits, he stressed the importance of restoring regular ministerial and technical exchanges to ensure effective follow-through on agreements signed in New Delhi and Luanda.

Health and Human Development

With India widely regarded as a leader in pharmaceuticals and medical research, President Lourenço expressed Angola’s desire to leverage Indian expertise to strengthen the national health system — particularly in the training of doctors and specialists. Referring to Angola’s new oncology hospital under construction, he said it “should benefit from the technical and scientific support of Indian specialists.”

After decades of post-conflict reconstruction, Angola continues to invest heavily in healthcare infrastructure. “We want to see Indian investors establish medicine and vaccine factories in Angola,” President Lourenço added, “reducing dependence on imports and creating jobs for our youth.”

Expanding Cooperation in Space and Defense

The Angolan leader also pointed to the aerospace sector as a promising frontier for collaboration. “India has advanced expertise in space technology,” he noted. “We look forward to working together to expand our satellite capabilities — Angola currently operates one communications satellite and has a second, an observation satellite, under construction.”

In defense and security, President Lourenço acknowledged India’s technological progress in drones and aeronautical systems. He expressed interest in not only importing Indian equipment but also attracting Indian defense manufacturers to Angola to enable technology transfer and local production.

Education, Technology, and Innovation

Education and professional training remain pillars of Angola’s development strategy. President Lourenço said Angola plans to increase scholarships and exchange programs with Indian universities, particularly in health, engineering, information technology, and space sciences. “India’s universities are among the best in the world,” he said. “We want our young people to benefit from that excellence.”

On digital transformation, the President underlined India’s global leadership in information and communication technologies (ICT). He expressed confidence that Indian support could help modernize Angola’s digital ecosystem, boosting public administration, education, and economic productivity. Cooperation in energy and agriculture, he added, will further diversify Angola’s economy and strengthen domestic production.

A Longstanding Friendship Enters a New Era

President Lourenço recalled that Angola and India have shared ties of friendship and cooperation since 1979, shortly after Angola’s independence. He described the relationship as one marked by “solidarity, mutual respect, and economic complementarity,” now entering a phase of renewed dynamism.

He also underscored the symbolic timing of President Droupadi Murmu’s visit, coinciding with Angola’s 50th anniversary of independence. “This visit will go down in the history of our relations as a symbol of friendship and a shared commitment to progress,” he said.

India’s Commitment

President Murmu congratulated Angola on five decades of independence and praised its leadership role within the African Union. She recalled that during President Lourenço’s previous visit to India, both countries reviewed several cooperation areas and signed memoranda, including a $200 million line of credit for the defense sector and agreements promoting Ayurveda medicine and agriculture.

On Sunday, ministerial delegations from both nations signed additional cooperation instruments covering fisheries, aquaculture, marine resources, air services, wildlife conservation, and biofuels.

A Visit of Symbolism and Substance

India’s 15th President arrived in Luanda on November 8 for a four-day visit at the invitation of President Lourenço. The trip — marking both Angola’s 50th independence anniversary and 40 years of diplomatic relations between Luanda and New Delhi — is seen as a milestone in bilateral engagement.

During her stay, President Murmu will hold further talks with President Lourenço, attend the 50th independence celebrations on November 11, address Angola’s National Assembly, and meet with the Indian community in Angola — largely composed of entrepreneurs and technology professionals.

The visit, rich in symbolism and substance, opens a new chapter in Angola–India relations — deepening mutual trust and expanding the scope of partnership between two nations united by shared aspirations for growth, innovation, and sustainable development.
