Arusha Regional Commissioner, Paul Makonda, has stirred controversy with his recent claims regarding online defamation aimed at President Samia Suluhu Hassan. Makonda asserted that he is aware of individuals, including some ministers, who are behind the defamation campaign against the President. He warned that if these individuals persist in their actions until April 15, 2024, he will publicly disclose their names.

Makonda made these remarks on April 12, 2024, during a special memorial service commemorating the 40th anniversary of the death of former Prime Minister of Tanzania, Edward Sokoine. The service took place at Sokoine's home in the Enguik village, Monduli Juu ward, Monduli district, Arusha region.

During his address, Makonda expressed his concern over the online attacks against President Samia, stating that some individuals aim to undermine her leadership. He emphasized that among those involved are individuals holding positions within the government, including some ministers. Makonda urged these individuals to cease their activities, warning that he would publicly reveal their identities if they persisted beyond April 15.

Furthermore, Makonda called upon religious leaders to pray for President Samia's success, emphasizing the importance of portraying her leadership in a positive light for future generations.

He encouraged the public to support President Samia's leadership and expressed his belief in her ability to lead Tanzania effectively. In addition to addressing the issue of online defamation, Makonda outlined plans to enhance security measures and promote tourism in the Arusha region.

The youthful regional boss announced initiatives to equip the city with surveillance cameras and deploy tourist police officers on bicycles to ensure the safety of residents and visitors. Makonda emphasized the importance of creating a welcoming environment for tourists and highlighted the need to remove billboards that tarnish the city's image.

During the memorial service, Makonda declared, "We cannot allow a few individuals to tarnish the reputation of our beloved President Samia. Those hiding behind screens to spread falsehoods will face consequences if they persist beyond April 15. I will not hesitate to expose them for the sake of our nation's integrity."

Addressing the need for infrastructure development, Makonda asserted, "Our roads are a reflection of our commitment to progress. We must act swiftly to repair and expand our city's infrastructure to pave the way for economic prosperity. I call upon President Samia to prioritize the allocation of funds for the construction of 20 kilometers of roads in Arusha."

Modesta Nshunju, a Tanzanian residing in the United States, expressed skepticism about Makonda's appointment as regional commissioner, citing concerns about his alleged involvement in human rights violations. Nshunju questioned President Samia's decision to appoint Makonda, urging her to reconsider her choice in light of his controversial record.

In response to Makonda's comments, President Samia expressed confidence in his ability to lead the Arusha region effectively. She praised Makonda for his previous contributions to the party and emphasized the importance of promoting tourism and hosting international events in the region.

Overall, Makonda's statements have reignited discussions about governance, accountability, and leadership in Tanzania. His remarks highlight the challenges facing the country as it strives to maintain political stability and economic development amidst ongoing social and political tensions.

Political analyst Ansbert Ngurumo, residing in Helsinki, Finland, weighed in on Makonda's assertions, expressing concerns about his conduct and accountability. Ngurumo criticized Makonda for his perceived arrogance and lack of accountability to the citizens.

He pointed out that regional commissioners, according to the constitution of the United Republic of Tanzania, are not held accountable to the people and thus may act with impunity. Ngurumo highlighted the challenges posed by development by devolution in the country, suggesting that Makonda's actions could exacerbate these issues.

Furthermore, Ngurumo's observation echoed the sentiments of former Member of Parliament for Arusha Urban, Godbless Lema, who also expressed reservations about Makonda's statements. Lema took to the X platform, formerly Twitter, to voice his concerns, stating that Makonda's remarks could stifle freedom and creativity among public servants. He cautioned against creating an atmosphere of fear and intimidation, emphasizing the importance of professionalism in governance.

Ngurumo's critique resonated with others, including Chadema chairman of the northern zone, who criticized Makonda's behavior as unusual for a leader. He questioned Makonda's approach, particularly his threats and arrogance, suggesting that public servants should not tolerate such behavior. He emphasized the need for leaders to prioritize accountability and respect for the rule of law.

In response to these criticisms, Makonda remained resolute in his position, asserting that his commitment to accountability and governance remains unchanged despite his new role as regional commissioner.

He emphasized his unwavering dedication to taking action to tackle the challenges confronting the Arusha region. "I have not learned anything from my former position," Makonda declared, "I am still the same man aimed at grappling with inept civil servants." He defended his track record, highlighting his past efforts in combating corruption and addressing irresponsible individuals.

The commentary surrounding Makonda's statements highlighted broader concerns about leadership, accountability, and governance in Tanzania. While some supported Makonda's efforts to address online defamation and promote tourism, others questioned his methods and accountability to the public. The debate underscored the challenges facing the country as it seeks to balance political stability with economic development and social cohesion.

Additionally, Makonda's statements drew attention to the role of regional commissioners in Tanzania's governance structure. The debate raised questions about the extent of their authority and accountability to the citizens, as well as their role in promoting development and addressing local issues. The commentary reflected a broader discussion about the effectiveness of decentralization and devolution in Tanzania's governance system.

In light of these discussions, President Samia's endorsement of Makonda's appointment as regional commissioner added another layer of complexity to the debate. While she expressed confidence in his ability to lead the Arusha region, some questioned her decision in light of Makonda's controversial record and allegations of human rights violations.

The discourse surrounding Makonda's remarks emphasizes the pivotal role of accountability, transparency, and professionalism in governance. As Tanzania charts its course through political and economic complexities, the dialogue on leadership and governance remains paramount.

President Samia Suluhu Hassan commands a vast array of resources, including intelligence agencies, the police force, loyal allies, and cybercrime personnel. Yet, Makonda's revelations suggest a potential oversight in addressing those who defame the Head of State. This underscores the imperative for robust enforcement mechanisms and proactive measures to safeguard the integrity of leadership and uphold national stability.
