Rwanda's President, Paul Kagame, has made sweeping changes to the country's top security leadership, resulting in a significant reshuffle. Lieutenant General Mubarakh Muganga has been appointed as the new Chief of Defence Staff, replacing General Jean Bosco Kazura.
Juvenal Marizamunda, the former Commissioner General of Rwanda Correctional Services, has been chosen as the incoming Minister of Defence, taking over from Major General Albert Murasira, who had held the position since 2018.
These crucial appointments were announced on Monday evening through a presidential communique.
Lieutenant General Mubarakh Muganga, the newly appointed Chief of Defence Staff, previously served as the Army Chief of Staff, overseeing the Rwanda land forces. Additionally, Colonel Francis Regis Gatarayiha has been appointed as the Acting Head of Military Intelligence, succeeding Major General Vincent Nyakarundi, who has assumed the role of the new Army Chief of Staff.
Jean Bosco Ntibitura has been appointed as the head of the National Intelligence and Security Service (NISS).
These significant changes in leadership come at a time when Rwanda is facing tensions with the Democratic Republic of Congo (DRC). The DRC accuses Rwanda of supporting the M23 rebels, who are engaged in a struggle to overthrow the Kinshasa regime. However, Rwanda vehemently denies these allegations and instead accuses Kinshasa of harboring the FDLR, a genocidal militia that fled Rwanda in 1994 after participating in the genocide against the Tutsi population.
