Soudan du Sud : l’ONU salue la mise en place d’un gouvernement d’union nationale

Le Secrétaire général António Guterres s’est félicité samedi de la mise en place d’un Gouvernement de transition d’union nationale réunissant les deux parties en conflit au Soudan du Sud.

NEW YORK, USA, le 24 Fevrier 2020,-/African Media Agency (AMA)/- « Il félicite les parties pour cette réalisation importante dans la mise en œuvre de l’Accord revitalisé sur le règlement du conflit au Soudan du Sud », a dit son porte-parole dans une déclaration à la presse.

« Le Secrétaire général salue les efforts régionaux et internationaux qui ont contribué à ce résultat. Il appelle les membres du Gouvernement de transition d’union nationale à adhérer pleinement à la lettre et à l’esprit de l’accord, afin que le peuple du Soudan du Sud puisse enfin réaliser les avantages d’une paix et d’une stabilité durables qu’il mérite », a-t-il ajouté.

Le chef de l’ONU a déclaré que l’ONU était prête, en étroite coordination avec l’Autorité intergouvernementale pour le développement (IGAD), une organisation régionale réunissant des pays d’Afrique de l’Est, et l’Union africaine, à aider les parties à mettre en œuvre l’accord.

Depuis fin 2013 une guerre civile oppose les partisans du Président Salva Kiir et ceux de son ancien Vice-Président Riek Machar. Samedi, Riek Machar est redevenu premier Vice-Président, conformément à un accord de paix conclu en septembre 2018.

Les deux précédentes échéances pour former un gouvernement d’union n’avaient pas été respectées, des désaccords persistant sur la création d’une armée nationale unifiée, le nombre d’États régionaux et les garanties portant sur la sécurité de M. Machar.

Le Haut-Commissaire des Nations Unies pour les réfugiés, Filippo Grandi, s’est aussi félicité de la formation du gouvernement d’union nationale.

« Le nouveau gouvernement ravive l’espoir d’un avenir pacifique pour le peuple du Soudan du Sud, qui souffre des conséquences de ce conflit prolongé », a déclaré M. Grandi. « Des millions de Sud-Soudanais, y compris des réfugiés et des personnes déplacées à l’intérieur du pays, méritent de voir leurs misères cesser ».
