Kenya Performs Modestly On Elections Index,  Faces Violence Risks In 2027 Polls

As political actors continue to forge alliances and mobilise supporters ahead of the 2027 General Election, a new report warns that Kenya faces a high probability of election-related violence in August next year.

 Electoral Vulnerability Index (EVI) 2026-2027 report,  released  recently by the Kofi Annan Foundation, shows Kenya scored 45.4, saying it is modestly below-excluded in the Sub-Saharan Risk Index baseline. But the country remains electorally sensitive.

General elections are scheduled for August 2027 under the constitutional rule that parliamentary elections are held on the second Tuesday in August every fifth year. Voters will elect the president, members of the National Assembly and Senate, county governors, county assemblies and other offices. The presidential election requires a national majority and at least 25 percent of votes in more than half of the counties to avoid a runoff. 

According to the EVI Index, the political environment since 2022 has been marked by economic hardship, tax protests, opposition mobilization, debates over the cost of living, and public anger over corruption and police conduct. 

Youth-led protests and civic activism have shown that grievances can mobilize beyond traditional party structures, the report notes. “The 2027 cycle may therefore combine conventional presidential competition with broader accountability demands.”

Raila Odinga’s death effect 

The electoral Vulnerability Index, says Odinga’s death has a double effect on risk. “It may weaken a familiar opposition command structure and reduce the predictability of mobilization.” However, the EVI notes, the former opposition leader’s death may also open space for new alliances, generational leadership claims and less disciplined local bargaining. This makes elite coalition-building before 2027 a critical early-warning arena, according to the June report.

EVI Index stresses the IEBC (the country’s electoral body)’s preparedness will be decisive. Key issues include commissioner appointments, voter registration, procurement of electoral technology, transparency of result transmission, staffing, dispute resolution and communication. The report authors argue, Kenya’s recent electoral history shows that technology can build confidence when it works transparently, but it can also become a focal point of suspicion if procurement, testing or transmission is unclear. 

The Kofi Annan Foundation’s report suggests security planning should take account of both traditional hotspots and new forms of mobilization. “Urban protests, youth activism and digital campaigns may reshape risk geography. Election-related violence may occur not only in historically sensitive counties but also in urban centers where cost-of-living grievances and police-community tensions are high,” notes the new report.

Coalition-building before 2027 may also affect violence risk. Kenyan elections often produce elite pacts that reduce or redirect ethnic polarization, but failed negotiations can leave communities feeling excluded, says the report. “The transition of opposition leadership after Odinga makes this phase particularly sensitive, because inherited political loyalties, youth mobilization and county-level patronage networks may not move in a single direction. The language used by coalition leaders during alliance formation should therefore be monitored alongside formal campaign messaging.”

Kenya’s institutions are stronger than many high-risk cases, but expectations are also higher,  suggest the EVI index report. “If institutions are perceived as captured, inconsistent or unprepared, public reaction can be sharp,” the report authors explain. The Independent Electoral and Boundaries Commission’s composition, credibility and operational readiness are therefore central to risk reduction. 

The judiciary remains an important stabilizing institution. The Supreme Court’s role in resolving presidential petitions has created a constitutional channel for high-stakes disputes. However, the effectiveness of this channel depends on public confidence that evidence is accessible, that electoral data are preserved, and that parties accept judicial authority even when they reject the outcome politically, the election index notes.

The EVI identifies the absence of a recent streak of severe violence and comparatively autonomous election management as risk- reducing factors. 

The 2007-2008 post-election violence remains the most severe reference point, but subsequent cycles have also involved deaths, police violence, localized clashes and intense litigation. 

Risk factors 

Trust in the IEBC and technology:Delays in appointing commissioners, opaque procurement or failures in result transmission could revive disputes seen in previous cycles. The period before the election may be as important as polling day. 

Ethnic and local patronage competition:Presidential alliances continue to draw on regional and ethnic blocs, while the succession of established opposition networks may reshape bargaining in key regions. County races may trigger localized clashes where control of devolved resources is at stake. 

Economic grievances and youth mobilization:Cost-of-living pressures, unemployment and tax disputes can merge with electoral narratives. Protest movements may not align neatly with parties, making mediation more complex. 

Police conduct and protest management: Heavy-handed policing during campaign rallies, demonstrations, or post-result protests could rapidly escalate tensions, particularly in urban areas and opposition strongholds. 

Judicial dispute management: A credible petition process can contain conflict, but only if parties preserve evidence, avoid premature victory claims and discourage supporters from treating court proceedings as partisan warfare. 

These reports should be read as early warning tools rather than predictions of violence, the authors advise, adding  Their purpose is to help policymakers, election management bodies, civil society organisations and international partners identify risks early and strengthen efforts to prevent electoral tensions from escalating.
