Yaounde, Cameroon, 23 July 2026 (ECA) – How can the Congo Basin, the world’s second-largest tropical rainforest, be transformed into a powerful driver of industrialization, value addition and regional economic integration? This is the challenge that the United Nations Economic Commission for Africa (ECA), through its Subregional Office for Central Africa (SRO-CA), seeks to address by convening a regional scoping meeting for the study on the sustainable industrialization of Central Africa’s timber value chain, to be held in Yaounde, Cameroon, on 29–30 July 2026.
The meeting represents a critical milestone in the preparation of the regional study. It will bring together Member States, Regional Economic Communities and their specialized institutions, regional financial institutions, private sector representatives, Special Economic Zone (SEZ) authorities, research institutions and technical partners to review and strengthen the proposed methodological framework, refine the study’s technical orientation, gather contributions from participating countries and regional stakeholders, and establish a shared understanding of the strategic priorities that will guide the study.
Central Africa is home to one of the world’s most significant forest ecosystems. According to the OECD, the Congo Basin accounts for 70 per cent of Africa’s tropical rainforest cover and nearly 800,000 square kilometres of protected areas. Yet this exceptional natural capital remains largely underutilized from an industrial perspective. While the subregion supplies 20 per cent of global tropical log exports, it contributes only 1 per cent of global sawn timber production, highlighting limited domestic processing, insufficient value addition and significant untapped potential for industrial employment and competitiveness.
For ECA, the priority is no longer to develop new strategic frameworks. Central African countries, together with regional organizations, have already adopted ambitious policy agendas to promote local timber processing, industrialization, regional integration and sustainable development. The pressing challenge now is to accelerate implementation by addressing the structural constraints that continue to limit productive investment, industrial upgrading and the emergence of competitive regional value chains.
“Our ambition is to equip Central Africa with practical solutions capable of accelerating local timber processing while enhancing the competitiveness of its forest-based industries. The subregion does not lack either natural resources or strategic vision. The real challenge is to translate regional commitments into productive investment, competitive industries and sustainable jobs. Bridging the gap between vision and implementation is precisely the purpose of this study. ECA’s approach builds on the priorities already defined by Member States and regional institutions,” said Jean Luc Mastaki, Director of ECA’s Subregional Office for Central Africa.
It is precisely within this context that ECA has launched the regional study. Its distinctive value lies in its ability to translate existing strategic priorities into practical policy solutions by identifying priority reforms, innovative financing mechanisms and transformative investment projects capable of accelerating the sustainable industrialization of the timber sector.
The study will, in particular, examine the potential of natural capital financing, carbon markets, green finance and climate funds to mobilize investments that simultaneously strengthen industrial competitiveness, economic resilience and environmental sustainability.
Particular emphasis will also be placed on the development of higher value-added wood products by leveraging Special Economic Zones as catalysts for industrialization, innovation, productive investment, skilled employment and the integration of small and medium-sized enterprises (SMEs) into regional value chains. Sustainability will constitute a cross-cutting principle throughout the study, promoting greener industrial production, low-carbon processing technologies and production models that reconcile economic competitiveness with the preservation of forest ecosystems.
Beyond defining the study’s methodological framework, the Yaoundé meeting will serve as a regional platform for dialogue, knowledge exchange and peer learning. Participants will showcase ongoing initiatives across the subregion, including the Nkok Special Economic Zone in Gabon and the Bertoua Special Economic Zone in Cameroon, with a view to identifying success factors, documenting good practices and drawing lessons to strengthen the study’s analysis and recommendations.
“The sustainable industrialization of the timber sector cannot be built on theoretical models or imported solutions alone. Our objective is to learn from experiences that are already delivering tangible results within our own subregion. By fostering peer learning, promoting innovation and disseminating good practices, we can create the conditions for a faster, more competitive and more inclusive industrial transformation,” added Jean Luc Mastaki.
The Yaounde meeting marks the beginning of a participatory process that will continue throughout the preparation of the study. Each stage will actively engage Member States and regional partners through to the presentation of the final findings, ensuring strong ownership of the study and facilitating the translation of its recommendations into concrete policy actions.
Finally, participants will assess the study’s strategic orientation against national realities, gather technical inputs, country data and policy documents, and identify practical pathways for maximizing the opportunities offered by the African Continental Free Trade Area (AfCFTA), Special Economic Zones, regional transport corridors and national industrial policies to foster competitive regional timber value chains.

The Congo Basin, the world’s second-largest tropical lung, must no longer be viewed solely as a reservoir of natural resources. It must now be considered a true engine of industrialization, value creation, and regional economic integration. In this regard, the Yaoundé meeting is a pivotal step, offering an opportunity to transform a shared vision into concrete action.
Our challenge is not the absence of strategies, as these already exist, championed by states and regional organizations. Rather, the main challenge lies in accelerating their implementation by removing the structural constraints that hinder productive investment, industrial upgrading, and the emergence of competitive regional value chains. It is in this context that the study initiated by the ECA is so relevant: it aims to translate political commitments into operational solutions by identifying priority reforms, innovative financing mechanisms, and projects with a strong transformative impact.
We must seize this opportunity to build a sustainable, competitive, and inclusive timber industry. This notably implies:
– locally developing our resources through the processing and production of high-value-added goods;
– mobilizing green finance and carbon markets to reconcile industrialization with ecosystem preservation;
making special economic zones catalysts for innovation, investment, and the integration of SMEs into regional value chains;
– capitalizing on successful experiences observed in the sub-region by promoting mutual learning and the dissemination of best practices.
Together, we have a historic responsibility to make the Congo Basin not only a global ecological pillar but also a driver of prosperity for Central Africa. The Yaoundé meeting must mark the transition from strategy to action, from vision to transformation. It is through the combination of our efforts that we will be able to build a sustainable timber sector that creates jobs, generates value, and fosters regional integration.
