KASESE — Police in Kasese District have arrested a 20-year-old man on allegations of aggravated defilement involving a four-year-old girl in Kitabu Sub-county.The suspect, identified as Kelvin Mumbere, is a resident of Buswagha Village, Mughete Parish. He was arrested by officers attached to Bwera Division Police following the alleged incident, which occurred on the evening of July 22, 2026.
According to the Rwenzori East Regional Police spokesperson, ASP Elly Maate, preliminary investigations indicate that the suspect allegedly lured the child away while she was playing with three other children near her home.
Police say the suspect allegedly promised to buy the girl bread before leading her behind an abandoned house, where the alleged offence is believed to have taken place.
After the incident, the child reportedly returned home and informed her mother, who immediately reported the matter to the police.
Police officers responded and launched a search for the suspect, leading to his arrest. He is currently being held in custody as detectives continue with investigations.
ASP Maate said the child was taken for medical examination and that the case file is being prepared for submission to the Office of the Director of Public Prosecutions upon completion of investigations.
The arrest comes a day after police in neighbouring Katwe Division arrested a 52-year-old man over the alleged defilement of a 10-year-old girl, incidents that have heightened concern over the safety of children in the Rwenzori sub-region.
Police have appealed to parents and guardians to remain vigilant, closely monitor children, and report suspected cases of child abuse or exploitation to the nearest police station without delay.
The suspect is expected to appear before court once investigations are complete. As with all criminal cases, he is presumed innocent unless and until proven guilty in court.
