Joseph Kabila a touché 1.345.746.348 FC d’émoluments (soit 680.000 USD) le 23 mars 2021

Malgré la fin de la coalition FCC-CACH, l’ancien président Joseph Kabila bénéficie de toutes ses avantages. Selon un document du ministère du budget dont un haut cadre de ce portefeuille a confirmé l’authenticité sous anonymat, le trésor public a versé 1.345.746.348 FC d’émoluments (soit 680.000 USD) à Joseph Kabila le 23 mars 2020. Ces frais classés dans la section 3 « Présidence de la République », chapitre « bureau du Président », comprennent les la « pension spéciale » et « autres avantages » pour le mois de mars 2021.

En son temps, une polémique, qui traîne depuis plus d’un an et demi, ne faiblit pas. Elle a été d’ailleurs accentuée suite à l’examen du projet de loi sur la reddition de comptes de l’exercice 2019.

Présenté par le ministre des Finances à l’Assemblée nationale, ce document avait révélé des dépassements budgétaires importants sur le crédit alloué à la présidence de la République.

Pour leur défense, les conseillers de Félix Tshisekedi expliquent que ces dépassements sont dus notamment aux budgets alloués à l’ancien président Joseph Kabila.

Marcelin Bilomba, conseiller principal en Économie et Finances du chef de l’État, déclarait alors que « les indemnités de retraite de Joseph Kabila émargent sur des lignes budgétaires de la présidence de la République et elles sont payées sur la rubrique appelée Fonds spécial d’intervention. »
Ce qu’avait démenti José Sele Yalaghuli, ministre des Finances. Selon lui, cet argent émarge plutôt au ministère du Budget. Mais il n’avait, cependant, donné aucun chiffre.
